Introduction
This article documents useful information on the current policy of the Chinese government on imposing restrictions on citizens demanding on the prevention of free travels, and useful information to prevent from being affected.
Symptoms
Because of unprecedented expansion of government power, police departments have gained more power under revised legislation framework to impose restrictions on free movements of Chinese citizens. Because of political legacy of previous governance the current government is not capable to complete adoptions replacing the current passport issuance framework; instead the government attempted with a progressive way which cumulates new measures of passport issuance restrictions, in order to build a complete resiriction framework in the future.
The current new restrictions on passport issuance to Chinese citizens are considered as following:
!-- Under legislation effecting the measures of imposing restriction as way of prosecution against the co-called "tele-fraudulent crimes", where citizens may be restricted from being issued passports ranging from 3 months to at most 3 years after imprisonment or may be rejected of their application under "current investigation of suspected commitment of fraudulent crimes," actual practice may includes checking for associated records on the so-called National Big-data Platform for Anti-frauds upon receiption of document submission and when found records indicating the tag double-card involved personnel (Chinese: Liangka Shean Renyuan, 两卡涉案人员) or double-card convinced personnel (Chinese: Liangka Chengjie Renyuan, 两卡惩戒人员), result in instant denial of application; !-- Under new political regimes wrongfully redefining the term "endanger national security", citizens may be restricted from being issued passports indefinitely because of indefinite postponements of invesigation cases; !-- People with hukou registered in rural or less development areas may be revoked their passports with little to no notice provided that their passports have matched certain patterns of border exits and/or entries, and these people
- -- May be restricted on their freedom of international traveling because of demands of police departments of their hukou region requiring to register their planned travels in a way of producing answers to interrogations or questionings as to making reports (in Chinese, baobei, literally report and register [for future use] 报备).
Opposition to inhumanity spans across government bureaus and those restrictions vary across different regions. Additionally, not every people committed to fraudulent activities will face penalities of such kinds, and innocent people may be targeted because of inaccuracies of recorded information on their so-called Big-data Platforms. Li Ao has noticed several online postings complaining about being wrongfully targeted by tag assignments, possibly on the Big-data Platform.
Solution
Li Ao's expertise has committed to successful mitigation of issues raised by excessive government powers, despite the support does not guarantee a definite outcome. During the time he submitted a recent passport replacement application, he has evaluated that his hukou registry was not and will most likely not record infomation which will be interpreted as suspicious which will result in potential application denials on government agencies in reception and processing of his passport application. He did not aware of potential new process of checking on the Anti-frauds Big-data Platform, however he has concluded that a) political legacy still provides strong assurance on his successful passport application as well as others' provided that information associated with the people's hukou will not be interpreted as bad behaviours of people processing the passport application and b) no such information is associated with his hukou registry that will be deemed as bad behaviours. He mainly evaluated on potential risks of being falsely arrested in his passport application, during the information comparison process where people in reception conduct checks on applicants' hukou registry where the warning on inclusion of wanted people may be reported on the computer screen.
With helps of Li Ao's precautionary measures which includes a comprehensive framework covering different subjects, he was able to protect himself from being wrongfully targeted with the help of political progressive efforts. As he acknowledges that political legacy would be significantly decreased in the future, he sought ways of moving abroad. His policy of not lending bank accounts under his name to others for any purposes has successfully gained protection from being wrongfully targeted by police departments in their efforts of bank account transaction moderation.
Outcome
Li Ao was able to complete his passport application and has been issued a passport as replacement. The reason to obtain a replacement passport is because the staff personnel representing a visa application office of a foreign country's consulate general confirmed that his previous passport had water damages which is not suitable for use anymore.
